PERSONALITY:
Elizabeth is compassionate and kind by nature, something commonly noted by others (even adversaries). She strives to listen to her people's problems and to solve them, and is fiercely loyal to them. In season one, when the opportunity to send a message back to earth presented itself, Elizabeth filmed videos for the families of every single individual who'd died to date during the expedition (no small number). While pragmatic when she needs to be, she can be emotionally driven depending on what her priorities need to be in the moment. She has a knack for understanding the position someone is in, and the way that it might make them feel, especially if it's a difficult one. She treats others with respect until such time as they might do something to lose it.
Diplomacy is more or less her specialty. She's well-known on earth for her skill in political situations, and tends to be highly sought after for complicated political situations. She's collected, poised, and eloquent, but she also doesn't stand for being disrespected or manipulated. Establishing diplomatic alliances is one of her primary goals in new planets/civilizations that the expedition makes contact with. She takes this duty very seriously and does everything she can to uphold it-- provided the tentative new allies in question don't prove untrustworthy. At that point, all bets are off.
As the head of the Atlantis expedition, Elizabeth has earned the trust and respect of most everyone in the city. Authority figures who arrive and try to brush her off, or who are sent to effectively audit her standing as head of the expedition, often come out the other end with a measure of respect and trust of their own. By the nature of her position as a leader, however, she's also had to develop a habit of keeping most of her interpersonal relationships a bit at arms length. She loves her people dearly, she forms friendships and alliances, but there's a certain threshold of vulnerability that she tries very hard not to allow herself to cross. Elizabeth is a proponent of the stiff upper lip when at all possible. Kind and compassionate, but with a spine of steel. She doesn't allow herself the luxury of breaking down in front of others, and very rarely allows herself the luxury of fully showcasing when she doubts herself in front of them. Even during times when they're forced to return to Earth for an extended period, Elizabeth opts to withdraw and keep to herself rather than reach out to the others.
She takes her duties with the utmost seriousness, and makes decisions she thinks will best benefit everyone working with her. Or, you know, the decisions that she thinks keep them (and sometimes the population of the entire planet) alive. She cares about her people, her planet, and her city, and will do whatever she can to ensure their safety. Both short and long term. Elizabeth has had to make very tough calls in that regard, some of which involved knowing that she may be sending good people to their deaths. She's lied, formed questionable alliances, and authorized decisions for the sake of the many over the few that were ambiguous at best (including but not limited to biological warfare and allying themselves with a cruiser full of Wraith). They're effectively dealing with the fate of the universe, and that can cause some views to shift.
Hand in hand with that shift in perspective comes a shift in readily trusting new people or situations. Elizabeth works to try to establish friendly, trusting alliances with other civilizations as they discover them, but even then there are necessary precautions and great deals of information that need to be withheld for the simple matter of security. At the end of the day, they've extended a collective hand to others and been double-crossed more often than not. Elizabeth can't afford to take that lightly.
While not always necessarily a bad thing, given her career path, Elizabeth can also be... extremely stubborn. I would venture to say occasionally to the point of outright belligerence. Elizabeth will dig in her heels and go verbally toe-to-toe with anybody if she feels that she needs to. She did so with the oversight committee in the s2 finale/s3 premiere while they were reviewing all the decisions she'd made as head of the Atlantis expedition, and then proceeded to outright refuse to continue her debriefing with them later.
Boiled down, Elizabeth Weir is a competent and intelligent woman who views exploring the universe with a sense of genuine awe and wonder. The city of Atlantis has become her home and something that she truly, deeply loves, in a way that the series showcased very openly during her seasons. The people living there are equal parts family, peers, and responsibility to her. She's highly driven in all areas of her life, particularly where keeping Atlantis and its people safe are concerned, and she does not take threats to those priorities lightly. Nor does she stand quietly by and tolerate disrespect, least of all when she knows she's done nothing to earn that treatment.
She's a diplomat with years of experience under her belt, and a person who has had to quickly find her feet leading this expedition through threats and crises that she formerly couldn't even have imagined. The respect she's earned from her team has been well-earned, and the respect that she gives is well-earned in return. She's stubborn, mature, practical, and has a very dry sense of humor on her side. She has a sharp mind and a sharper tongue, and isn't afraid to rely on others for their expertise in areas that are beyond her. Elizabeth makes for a good leader, a formidable political opponent, and a hell of a steady friend.
And she doesn't play a half-bad game of Solitaire, either.

SKILLS: Elizabeth has no superhuman abilities to speak of! She has some basic firearm proficiency, but unlike many characters on the show, has no extensive combat training or military experience to speak of. She is also not a scientist, although she's heading up a scientific expedition. She's known on Earth as an expert in international politics, having brokered dozens of treaties over the span of her career (straight up into mediating for the UN), has 2 PhDs, and is fluent in five languages.
Elizabeth is intelligent and well-spoken; there's a point where she essentially teaches herself to read the Wraith language overnight (with some wiggle room for error), and a point where she talks an enemy of the Atlantis team into letting her leave with all their prototype nuclear weapons… while alone, unarmed, blindfolded, and tied to a chair. Her strategies don't always work and she often butts heads with higher-ups/enemies, but she sure does seem to have a knack for navigating tricky political situations and making snap judgments.
NEW POWER: Shielding. Initially manifests as a (standard shield-sized) semi-opaque shape, which Elizabeth is only able to project onto other people or objects (not around herself). I was thinking it could look like a little send-up to the shield that forms around Atlantis, if that's okay!
POWER REASONING: Elizabeth has a strong tendency to keep her distance from others emotionally, like most people in positions of authority. She's also extremely protective of people she feels responsible for or who she thinks are in need of defending. I think a shield-based power would fit those aspects of her character very well, since she's already sort of honed her more politically-leaning talents over the span of her career.
